The company

Nakilat is building a large fleet of vessels to transport LNG produced from Qatar’s North Field. By 2010, Nakilat will own and operate 54 LNG vessels, making it the largest LNG ship owner in the world.

The role

Overall function of the role:

• Develop and implement the QGTC Management System for Continuous Improvement in conjunction with marine and shipping industry requirements and best practices. Develop the Company goals and requirements of adopted International Quality System Standards. Preparation of Policies and Procedures for the program seeking quality and environment certification in ISO 9000, 14000 &18000 as a long-term goal.
• Act as the Company’s Quality Co-coordinator according to requirements of local, regional, international legislations, flag and classification societies.
• Prepare the Company to be ready to take over in-house the ship management role of a large gas carriers fleet from third party ship managers that include compliance and certification for the ISM and ISPS codes.
• Advise the Managing Director and Directors on SHE&Q matters as required on timely manners to protect the Company against risks, promote awareness and safeguard reputation.
• Act as a lead in emergency response and member of crisis management team including media response. Ensuring the emergency response centre is always updated and in a ready state for use.

Core Duties within the role:

• Implement, participate and follow-up on the training of Company employees in the Quality Management System. This includes team building, setting up meetings, schedule preparations, and liaison with all Departments in the development of Company Policies and Procedures to obtain the necessary certification.
• Assist in developing and supervising Company quality, environment, health and safety management system to achieve certification from an IACS member.
• Chair regular Steering Committee (QGTC Senior Management) and Project Team meetings, prepare initial and ongoing budget requirements, conduct employee performance appraisal, and ensure continuity of the Quality Section and manpower requirements.
• Liaise with third party ship manager and Joint Venture vessels operators for experience sharing, consistency of highest standards, review of HSE reports and coordination on HSE matters.
• Responsible for the support of Company Safety, Environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, Safety Manual and other related documents.

The person

Ideal candidate specification:

• Bachelor’s Degree or equivalent in: Maritime, shipping, Marine Engineering or Science discipline.
• Experience at Sea on LNG/LPG within the oil and gas shipping industry – with rank sailed to Chief Officer/Master Mariner – Class 1 Unlimited.
• Shore based HSEQ management experience is essential
• Computer literate. (Microsoft, Word, Excel, Powerpoint, Project).
• Good written communications skills in the English language.
• Very good public speaking and presentation skills.
• Must be skilled in data analysis, problem solving and have a concern for accuracy in aspects of the Company’s operation.
